Learn about the Civil Service Institute, its establishment, history, institutional identity and contribution to public-sector capacity development.
The Civil Service Institute (CSI) is a public training and capacity-development institution dedicated to strengthening the knowledge, skills, leadership and professionalism of Somaliland’s civil servants.
The Institute was established in May 2005 through a presidential decree approved by the Council of Ministers, marking an important step in the development of a capable and professional civil service.
Its main campus was officially opened on 19 September 2005 as a non-profit, non-political and public training institution serving the learning and development needs of public-sector personnel.
CSI was subsequently re-established under Establishing Charter No. 01/2021 as an autonomous public institution committed to continuous learning and professional development within the civil service.
Through its training programmes, academic initiatives, research, consultancy and institutional-development activities, CSI contributes to a more effective, responsive and accountable public service.
